Adds the ability to load custom .ass/.vtt subtitles from any mods rom/subtitles/ folder.

Users can override their language used in the mods config.toml

Will load in the order

rom/subtitles/pv_{id}_{lang}.ass
rom/subtitles/pv_{id}.ass
rom/subtitles/pv_{id}_{lang}.vtt
rom/subtitles/pv_{id}.vtt

lang is one of
Japanese: jp
Romanji: ro
English: en
Chinese: cn
Taiwanese: tw
Korean: kr
French: fr
Italian: it
German: ge
Spanish: sp

WebVTT subtitles do not support any styling and only display raw text, ASS files do support styling but only in PV mode while in gameplay they will only display the text as to not distract the player.

ASS subtitles support loading extra fonts from rom/subtitles/fonts but for most mods with small numbers of subtitles it is recommended to embed fonts.
